Policy Evolution,Target Turning and Value Orientation of Education Digitalization in European Union
The digital transformation of education has become an important vehicle and direction for educational reform worldwide.By combing the key policy documents and reports on education digitalization in the EU for more than 20 years,it is found that the education digitalization in the EU has gone through the initial stage,the layout stage,the deepening stage and then the strategic stage.From infrastructure construction to the standard setting of digital skills,to the protection of digital rights and interests,digital ethical security and other aspects,and a comprehensive and multi-level planning and layout has been carried out for the digitalization of education,the overall construction of education digitalization ecology is gradually improved.During this period,the target of education digitalization in the EU has been changing constantly,reflecting the trend from taking advantage of the situation to actively empowering:resource allocation has changed from infrastructure construction to digital education ecology;operating mechanism is from single-handedly leading to collaborative cooperation based on common vision;teaching competence ranges from learning to use to mastering digital technology teaching and providing innovative thinking;talent training is from understanding digital literacy to compound talents with digital competence.The evolution and action track of its educational digitalization policy embodies four value orientations,taking comprehensive coverage as the service orientation pursed in reality;people-oriented as the educational orientation that should be pursued;the fair orientation of realizing educational fairness as the ultimate pursuit;upholding the cooperative orientation as the unremitting pursuit of cooperation orientation.
