摘要
构建科学的高校科研诚信政策实施效果评估体系,客观真实反映科研诚信政策的实施效果,是后续政策制定、调整和纠偏的重要依据.运用德尔菲法和层析分析法构建出一套较为科学的高校科研诚信政策实施效果评估指标体系,从政策知晓度、政策执行度、政策满意度和政策影响度四个一级指标构建指标体系,并在此基础上细化分解出11个二级指标和32个三级指标.以G省高校为例对高校科研诚信政策实施效果进行实证分析,并根据评估结果提出了有针对性的对策建议.
Abstract
Constructing a scientific evaluation system of the implementation effect of scientific research integrity policy in universities,which objectively and truly reflects the implementation effect of scientific research integrity policy,is an im-portant basis for the follow-up policy formulation,adjustment and correction.Using Delphi method and chromatographic analysis method,this paper constructs a set of scientific evaluation index system for the implementation effect of scientific research integrity policy in universities.The evaluation index system is constructed from four first-level indicators:policy awareness,policy implementation,policy satisfaction and policy influence.On this basis,11 second-level indicators and 32 third-level indicators are decomposed in detail.At the same time,taking universities in G Province as an example,this paper makes an empirical analysis on the implementation effect of scientific research integrity policy in universities,and puts forward targeted countermeasures and suggestions according to the evaluation results.
