Institutional Framework for Addressing Relative Poverty in the New Stage of Rural Revitalization
Achieving a moderately prosperous society in all respects marks China's entry into a new stage of rural revitalization.The strategic focus of anti-poverty efforts in this new phase is the gradual resolution of relative poverty.Compared to absolute poverty,addressing relative poverty is more complex,long-term,and challenging,requiring targeted,precise,and systematic measures.A comprehensive system of policies and institutions must be established.Based on national development strategies and the actual situation in Gansu Province,and with the main goals of promoting rural revitalization and advancing agricultural and rural modernization,this paper uses system analysis and hierarchical analysis to propose the establishment of a'1+N'long-term mechanism for daling with relative poverty in Gansu Province.This framework includes nine policy systems,i.e.,income growth,industrial development,talent cultivation,technological support,infrastructure development,financial services,environmental protection,social security,and rural governance.The paper also puts forward relevant policy recommendations.
