Project Competition and Rigid Constraints:An Interpretation of the Dilemma in Effective Integration of Rural Industries in Poverty-Alleviation Areas
The dilemma of effective integration of rural industries has entered the academic research scope,yet the analyt-ical mechanisms of this issue remain unclear.By conducting an in-depth examination of a real-life case where rural in-dustries in Liancun,G Province,a western region,are facing difficulties in effective integration,an analytical framework of project competition and rigid constraints is discussing how the effective integration of rural industries undergoes changes through the interactive processes between different levels of government.It probes into why some local governments in cer-tain areas,despite successfully securing and completing project objectives on time,still find their rural industries in a plight of effective integration.The case deconstruction results show that the actual capacities of local governments struggle to fulfill project objectives that are continuously escalated,adopting strategies of spotlight creation and responsive reporting to seek project performance and competitive project benefits.The bureaucratic environment,rural governance field structure,and the misalignment of project constraint mechanisms collectively lead to local governments neglecting the actual effec-tiveness of projects and breaking through rigid constraints to achieve project performance.Ultimately,the vicious cycle of project competition and rigid constraints results in the idling of project resources,plunging rural industry integration into difficulty.The contribution of this paper lies in the fact that the interpretation of projects falling into difficulty is not con-fined to the pursuit of self-interest by local governments but rather offers a combined reading of the influence of self-in-terest and institutional perspectives on grassroots government behavior to understand its underlying logic.
