Will Policy Ambiguity Affect Governance Performance——Empirical Analysis Based on the Pilot Policy of"Zero Waste City"
Governance performance is a key indicator for measuring the governance system and governance capacity,direct-ly reflecting the effectiveness of policy formulation and implementation.Policy ambiguity is an important influencing factor on governance performance,and both the ambiguity of central policy objectives and local policy tools can have an impact on governance performance.Taking the"zero waste city"pilot policy as an example,the multi-period DID model was used to analyze the impact of policy ambiguity on governance performance.The results showed that both the ambiguity of central policy objectives and local policy tools would reduce governance performance,but there were differences in the im-pact of the two on governance performance.The ambiguity of central policy objectives has a more significant impact on governance performance,while the ambiguity of local policy tools has a more direct impact on governance performance,but its impact is relatively small.
