The Dual Mechanisms of Heterogeneity between Target Groups Affecting Policy Compliance:The Case of Ownership Gap in Enterprises'Contributions to Pension Insurance
Why are there compliance variations between target groups under the same policy?Based on the policy feedback theory,this paper proposes a dual-mechanism of policy compliance affected by heterogeneity between target groups:inter-pretative effect,policy cognition is different among heterogeneous target groups,affecting compliance will;resource effect,resource changes caused by policy are not evenly distributed among heterogeneous target groups,affecting compliance abili-ty;the size and direction of the two effects determine the degree of compliance.Taking A-share listed companies from 2008 to 2015 as samples,this paper tests the mechanism that ownership affects the enterprises'compliance with the two pension policies.The results show that:(1)The heterogeneity between target populations significantly affects policy compli-ance through interpretative effect and resource effect;(2)The interpretative effect can be contrary to and exceed the re-source effect;(3)The policy itself affects the interpretative effect and resource effect.
