Governance Race,Innovation Diffusion,and Contextual Incompatibility:The Logic of the Innovation Suspension in Grassroots Governance——A Case Study on the Rotation System of Neighborhood Committee in City A
Limited integrated research exists on innovation diffusion and suspension in grassroots governance.Based on a case study of the rotation system,it was found that the elements and application scenarios of grassroots governance inno-vation had undergone significant changes in diffusion.The root of innovation suspension lies in ambiguous evaluation crite-ria in grassroots governance races.This ambiguity prompts competitive reproduction strategies,causing contextual incompat-ibility between the innovation and users'goals,experience,and incentives.This,in turn,prompted innovation users to adopt a strategy of separating form from function.In the diffusion of innovation reproduction,it can be divided into four types:replication,intensification,transplantation,and transformation,while the innovation incompatibility can be divided in-to efficiency,competition,and society,indicating that innovation suspension can be formed through multiple pathways.The innovation suspension indicates that diffusion,may have both positive and negative functions.Addressing the innovation suspension relies on fostering more positive diffusion,during which it is necessary to strike a balance between the stan-dardization of innovation and grassroots autonomy,local innovation and overall innovation,as well as management knowl-edge and implementation knowledge.
