The Resource Bricolage of Grassroots Governments during the Ambiguity Policy Implementation——A Case Study on the"Kechuang China"Pilot City in District X
Ambiguity has become a prominent feature of modern public policy.The primary challenge faced by grassroots governments during the implementation of ambiguous policies is resource constraints,which significantlyhinder the enhance-ment of governance capacity.To shed light on the processes and mechanisms of grassroots governments in implementing ambiguity policy in China,we developed an analytical framework based on the resource bricolage theory.Using the pro-cess tracing method,we conducted a single case study on the"Kechuang China"pilot city construction in District X.The results demonstrate that when attempts to reduce ambiguity by solving it upward prove futile,the bricolage strategy of in-tegrating and utilizing existing resources becomes the optimal choice for grassroots governments to overcome resource con-straints and promote implementation.The external environment and internal motivations constitute the antecedent conditions for the bricolage behavior of grassroots governments.External pressures resulting from changes in the institutional environ-ment create a demand for immediate action,while the compatibility between old and new policies captures leadership at-tention and provides lots of available resources.By reorganizing tangible resources,innovating service delivery to enhance skills,and exploring the potential uses of existing information,the bricolage process enables grassroots governments to achieve satisfactory implementation performance in the short term.However,there are also risks associated with resource misallocation and unfulfilled policy objectives.
