Development and Testing of the Public Value Conflict Measurement Scale for Grassroots Civil Servants
As the implementers,distributors and interpreters of public values in street fields,grassroots civil servants are inevitably trapped in moral dilemmas because of the conflict caused by the choice of public values.In order to achieve effective governance of public value conflicts,the premise is to measure the public value conflictsaccuratelyperceived by grassroots civil servants.Unfortunately,a set of effective measurement scale has not been formed at present.For this rea-son,based on the in-depth interview data of 47 grass-roots civil servants,this study uses content analysis to extract the content dimensions and initial items of the conflict of public values of grassroots civil servants,and removes the items with low correlation through item analysis and reliability and validity test.Finally,a formal measurement scale composed of 3 dimensions and 13 items is developed.On this basis,the construct validity of the scale is verified by confirmatory factor analysis,and the predictive validity of the scale is verified by using task performance as an associated calibration scale.This study provides a way for academic circles to measure the conflict of public values,and provides a tool basis for further exploring the causes and consequences of the structure,which is conducive to expanding the development space of theories such as public value failure and value conflict governance.
