Digital Technology Drives The Construction of Community Governance Community:Effect and Limit——An Empirical Study Based on the"National Community Governance and Service Innovation Experimental Zone"
How digital technology affects the process of community governance and drives the construction of community governance community is an important issue that needs to be clarified to promote the modernization of grassroots gover-nance.Based on the TOE analysis framework,this paper constructs an evaluation system including 3 dimensions,9 obser-vation indicators and 26 measurement indicators,and conducts an empirical study on 14 typical cases of the National Community Governance and Service Innovation Experimental Zone.The research finds that digital technology empowers the construction of community governance community by realizing the flattening and open expansion of governance network,the integration and optimization of governance resources,the reshaping of governance value and the reproduction of community governance system.However,at the same time,digital technology also has some problems in the process of driving the construction of community governance community,such as the lack of wisdom concept of community governance subject,the imbalance between subject structure and undertaking ability,the involution of governance effect,and the hidden danger of data security,which have become the blocking factors of community governance community construction.Based on this,in order to give full play to the enabling effect of digital technology and avoid its negative effects,it is necessary to speed up the cultivation of the digital concept of governance subjects,promote the structural adjustment and capacity up-grading of community governance,and be alert to the involution behavior and risk spillover problems of technology gover-nance.
