Search Engine,Artificial Intelligence and Administrative Burden
Learning cost is one of the key dimensions of administrative burden,but few studies pay attention to it.Search engine is one of the main channels for citizens to approach government,and in this paper,we examine how search engine influences learning cost in citizen-state interactions.The results show that commercially developed and government lever-aged search engine largely reduced learning cost,but its design flaws and excessive commercialization also exacerbates ad-ministrative burden.Further analyses reveal the value added by large language models used in generative artificial intelli-gence(GAI),which helps to reduce learning cost and other dimensions of administrative burden.We discuss the relevance of GAI for administrative burden,and conclude with discussions of theoretical and policy implications.
