Strategic Equilibrium:The Inner Logic of Village Committee Consultative Democratic Behavior under the New Dual Track Politics——A Study on The Case of Human Settlement Environment Improvement
The village committee is the political center of rural society,and strengthening research on the consultative democratic behavior of village committees is of significant importance for advancing the modernization of rural governance in China.This article,based on constructing an analytical framework for the consultative democratic behavior of village committees under the new dual-track political system,conducts empirical analysis through the case of environmental im-provement in Village A.The study finds that under constraints from both top-down administrative power and bottom-up democratic power,village committees adjust to the ambiguity of governmental tasks and conflicts of interests among vil-lagers.This adjustment leads their consultative behavior to oscillate between"administrative-led"''society-led'"'mutual rec-onciliation"and"free laissez-faire"modes.This pendulum behavior results from the committee's pursuit of strategic bal-ance,established upon the new dual-track political system,the"economic agent"attributes of the village committee,and discretionary space,which has both advantages and disadvantages for rural governance.In the future,efforts should lever-age the Party's close ties with the masses and enhance the application of information technology to further standardize the consultative democratic behavior of village committees and thereby enhance grassroots autonomy.
