The Operational Model and Logic Analysis of Party Building Leading in Rural Governance:Multiple Case Study of Q City in Guangdong Province
Party building leadership is an important component of the discourse system with Chinese characteristics in the new era,and is a key variable in understanding the logic of rural governance operation.This article is based on the basic logic of"political parties leading society",starting from the perspective of mass participation,and constructs a two-dimen-sional analysis framework of"leadership participation"of party building leading rural governance.Party building leading rural governance is divided into four types:"whole process democratic type""dominant type""autonomous type"and"lais-sez-faire type".The Party organization utilizes empowerment to delegate more decision-making,management,and supervi-sion power to the masses,while ensuring their participation rights,further strengthening the Party's leadership authority,ef-fectively enhancing the Party organization's leadership,and thus achieving the two-way empowerment of grassroots Party or-ganizations in the village field and social forces.In the practice of Party building leading rural governance,the"structural empowerment"of Party organizations is the foundation for determining the strength of Party building leading rural gover-nance.The strength of mass participation in rural governance is mainly constrained by the strength of"institutional empow-erment".
