Policy Evaluation of Safety Production Based on S-CAD Method
The Safety Committee of The State Council led the implementation of the Three-year Action Plan for the root causes of Work Safety(2024-2026)(hereinafter referred to as the"General Policy").To this end,each department has formulated 31 departmental sub-plans and some provincial action implementation plans(hereinafter referred to as the"sub-policies"),thus forming the"1+31+N"overall plan for the root causes of work safety.The paper uses the S-CAD method and the NVivo12 Plus software to carry out the quantitative policy evaluation on the above policy text.Through a systematic review of the logical chain from goals to results,it is found that the general policies and sub-policies are logi-cally consistent in the objectives and means,means and values/positions,and the means have strong adequacy in the realization of the goal.In the process of action plan implementation,we need to focus on the total policy and sub-policies cohesion,policy tools selection diversity,the consistency of governance objectives,sets up the essential security concept,adhere to the government,the market and social multi-subject two-way collaborative governance,take administrative,mar-ket,legal,social and other policy tools,establish preventive public security governance mode,promote the development of high quality and high level security benign interaction,realize modern production safety management system and manage-ment ability.
