Can Public Sector Organizational Reputation Impacts Citizen Policy Compliance?——A Survey Experimental Study Based on Citizen Willingness to Provide Information in Digital Governance
As an"intangible asset"in the policy field,can the reputation of public sector organizations influence the willingness of citizens to comply with policies?The academic community has not yet answered this question.Based on this,this study introduces the mediating variable of citizen trust in government and the moderating variable of organizational reputation dimensions to con-struct a relationship model between public sector organizational reputation and citizen policy compliance.Through a survey experi-ment,the relationship between organizational reputation and citizen policy compliance and the internal mechanism of the forma-tion of this relationship are explored.The research results show that:First,compared to the public sector with a negative reputa-tion,the public shows a higher degree of compliance with the public sector that has a positive reputation.Second,the impact of or-ganizational reputation on citizen policy compliance is not only direct but can also be achieved indirectly through the government trust of citizens.Third,there are obvious differences in government trust under different organizational reputation dimensions,in-dicating that different organizational reputation dimensions can serve as a mechanism to regulate government credibility.This study links and dialogues the theory of public sector organizational reputation with citizen policy compliance,enriching the micro-re-search of public sector organizational reputation theory and providing practical insights for improving government governance effec-tiveness and promoting a sense of policy acquisition by citizens.
