The Learning Effect in Policy Transfer:A Type Framework of"Policy Context Learning Control"——A Comparative Study of Multiple Cases Based on the Transfer of River Chief System in Prefecture Level Cities
A classification framework of"policy context learning control"is constructed by integrating the structural and dynamic factors of policy learning,and four types of policy learning in policy transfer are divided:autonomous learning in similar contexts,autonomous learning in different contexts,compulsory learning in similar contexts,and compulsory learning in different contexts.The study has formed the following findings.There is a correlation between learning autonomy and the degree of policy transfer,and a high degree of learning autonomy is more likely to lead to the reconstruction of policy innovation in the transfer process,while situational differences have no significant impact on the degree of policy transfer;The correlation between the performance of policy transfer and the autonomy of policy learning is not significant,but is more significantly affected by the degree of differences in policy contexts.In the case of significant differences in policy contexts,there is still a possibility of policy failure in autonomous policy learning;The generation logic of policy transfer effectiveness cannot be solely explained by the autonomy of learning,situa-tional differences,and degree of transfer.
