Causal Process Tracing of The Construction of China's Rural Environmental Policy Implementation Network——Analysis of Desertification Control Cases Based on"Eight Step Sand"
Why can the deficiency of the policy implementation network in rural areas break through the"triple failure"predica-ment and sustain environmental governance?In this paper,a theoretical framework of"organizational absorption-institutional co-construction-value transformation"is formulated based on the three constituents of organization,system,and value,and a para-digmatic case of desertification control of Babusha desertification is dissected using the method of theoretical causal process tracing(CPT).Through the straw wind test,hoop test,muzzle-test,and double deterministic test of causal process observation(CPO),this paper ascertains that the environmental policy implementation network in rural China can be erected through the following three steps:(1)The government assimilates and mobilizes Party members within its jurisdiction and relies on them to organize the atomized public;(2)The government furnishes the formal system while the public provides the informal system to effectuate the system co-construction;(3)The public should complete the value transformation process of"value production-value execution-value realization"under the guidance of the government,thereby perpetually implementing environmental policies.
