Research on the Evolution and Effectiveness of the Policy Coordination in China's Safety Production:from 1978 to 2023
China's safety production governance has entered a critical phase of overcoming challenges and making breakthroughs.Strengthening policy coordination has emerged as a key strategy for optimizing the safety production governance framework.This study systematically evaluates the coordination levels,evolutionary trends,and effectiveness of China's safety production policies through the lens of"actor coordination,tool coordination,and goal coordination",based on 547 national-level safety production policies from 1978 to 2023.The findings suggest that policy coordination has substantially improved the effectiveness of safety pro-duction governance,with tool coordination and goal coordination serving as critical drivers.The synergistic interaction among regu-latory tools,capacity-building tools,and systemic transformation tools has notably enhanced the effectiveness of safety production governance.However,the expected outcomes from incentive-based tools within this coordinated framework have not been fully re-alized.Additionally,the coordination between safety responsibility system goals and other policy objectives has not yielded signifi-cant improvements in governance effectiveness,underscoring the need for further optimization in the coordination of policy goals.In response,it is crucial to further refine interdepartmental coordination mechanisms,optimize the configuration of policy tools,strengthen the enforcement of safety production responsibilities,and enhance policy monitoring and feedback systems.These mea-sures aim to maximize the synergistic effects of safety production policies and enhance overall governance performance.
