Multiple Streams Framework,Discourse Construction,and Policy Formulation——Taking Personal Information Protection Policy as An Example
As a classic theory of policy processes,the multiple streams framework is becoming increasingly perfect in its applica-tion,and its theoretical explanatory power and application areas are constantly expanding.However,there is still insufficient explo-ration of the post positivism aspects of the multiple streams framework.In order to explore the post positivism potential of the multi-ple streams framework,this paper introduces the discourse alliance theory and constructs a discourse construction model for the multiple streams framework,selecting personal information protection policies as the analysis case.Research has found that in dis-course competition,there are discourse bundles such as"legitimacy discourse"and"development discourse".Key events trigger the source of problems,open a policy window,and form a discourse alliance of"regulation"and"industry"around policy options for meaningful competition.In the end,the Personal Information Protection Law was introduced.The integration of the multiple streams framework and discourse alliance theory expands the post positivism aspect of the multiple streams framework,enriches the local research on policy change from the perspective of policy discourse,and also provides a practical path for the negotiation process of policy formulation in China.
