Disjointed Interaction:Research on the Phenomenon of Reducing Governance Efficiency through Grassroots Assessment——Based on the Interaction Analysis of"System-Field"
As a systematic arrangement for the evaluation,supervision and guidance of grassroots cadres and their work,grassroots assessment does not play the role of promoting work and improving governance efficiency in practice,but consumes grassroots gov-ernance efficiency in practice,specifically characterized as blocking or restricting the effectiveness and ability of grassroots gover-nance.Therefore,the research and interpretation of promoting governance through assessment has been challenged by reality,effec-tively impacting the traditional positive functional understanding of assessment in the academic community.Based on the interac-tive perspective of"system-field"and combined with the case study of J town,it is found that the causes of the effectiveness of grassroots assessment and governance can be attributed to the surface triggering mechanism,deep driving mechanism,and internal transformation process mechanism of the interaction between the system and field.The three run through the interactive influence dimensions of institutional practice,such as static and dynamic,subjective and objective,and internal and external.To achieve the value goal of promoting grassroots governance efficiency through grassroots assessment,it is necessary to focus on solving the ten-sion problem of dynamic matching between the"system"and"field"of grassroots assessment,so as to ensure that grassroots assess-ment operates within a reasonably expected track.
