How Can the Fault-tolerant Mechanism Work Effectively?——A Qualitative Comparative Analysis Based on 30 Cases
The fault-tolerant mechanism is an innovative initiative to stimulate the majority of cadres to take charge.How can the fault-tolerant mechanism operate effectively?This study introduces the theory of administrative ecology,builds an integrated theo-retical analysis framework,and applies the fuzzy set qualitative comparative analysis(fsQCA)method based on 30 fault-tolerant cases to explore the core factors that drive the effective operation of the fault-tolerant mechanism and its complex causes and ef-fects.The study found that the implementation of the system is a necessary condition affecting the effective operation of the fault-tol-erance mechanism,and the effective operation of the fault-tolerance mechanism there is a two-way drive-financial advantage type,three-way linkage-local first-type,two-way drive-system-supported type,system-driven-execution-supported type,system-driv-en-double-guarantee type of five types of grouping,the local government can be benchmarked against the corresponding grouping,based on its own resource endowment,precise policy,and to promote the effective operation of the fault mechanism.
