摘要

本文在实地调研基础上,系统总结了广东省佛山市、东莞市和东源县等三个耕地恢复示范地区开展耕地恢复工作的经验做法和特色创新;针对试点中遇到的耕地破碎化、缺乏资金支持、缺乏统筹联动、后期管护难、配套政策不完善等问题,提出划定耕地集中整治区、时序联动治理、创新耕地恢复地类多功能管理、实施网格化协同管理等路径,为规范引导耕地恢复工作及耕地"进出平衡"夯实基础,也为进一步完善广东省耕地恢复配套政策做好研究支撑.

Abstract

Through field research on the cultivated land restoration demonstration areas of Foshan City,Dongguan City and Dongyuan County in Guangdong,this paper systematically summarizes the experience,practices and characteristic innovations of the three demonstration areas in the work of cultivated land restoration.In response to the problems encountered in the pilot program,such as cultivated land fragmentation,lack of financial support,lack of coordination and linkage,difficulties in management and protection in the later stage,and imperfect supporting policies,it is proposed to delineate the centralized consolidation area of cultivated land,carry out time sequence linkage governance,innovate the multifunctional management of cultivated land restoration,and implement the grid collaborative management of cultivated land restoration,which lays a solid foundation for standardizing and guiding the development of cultivated land restoration and balancing the inflow and outflow of cultivated land.It also provides research support for further improving the supporting policies for the restoration of cultivated land in Guangdong.
