Change of the index system of municipal territorial spatial planning after multi-planning integration
This paper compares and analyzes the city level indicators of the original main functional area planning,the overall land use planning indicators at the city level,the overall urban planning indicators,and the city level territorial spatial planning indicators after multi-planning integration.It is found that the city-level territorial spatial planning indicators have reshaped the bottom line of territorial spatial security through the integration of planning zoning+control line+binding indicators+directory control,continuing the main tasks of optimizing territorial spatial structure,improving resource utilization efficiency,saving intensive land use and promoting green and low-carbon development,and promoting high-quality development.At the planning level of the central urban area,the principles of land use layout in the overall urban planning,the allocation standards of public service facilities,municipal facilities and road traffic design standards are used to describe high-quality life.Through the integration of physical examination and evaluation mechanism,the administrative supervision of planning implementation is realized both vertically and horizontally.
