Comparative study of new industrial land institutional system based on key cities
As a national central city,Wuhan has always taken innovation drive as the leading strategy for urban development,actively explored the reform path of market-based allocation of industrial land,and successively launched the 1.0 and 2.0 versions of new industrial land implementation rules.This paper compares the policies of new industrial land in relevant domestic cities,and summarizes the policy characteristics of several representative cities from four aspects:institutional system construction,land policy guidance,flexible land use standards,and land price design.Taking Wuhan as the starting point,it is concluded that new industrial land has four major advantages over traditional industrial land,such as moderate increase of construction intensity,more perfect supporting facilities,increased policy flexibility and optimization of price system.At the end of this paper,starting from the three important nodes of land management in planning,utilization,and supervision,in combination with existing relevant work,suggestions for the next step of work are proposed,providing reference for subsequent policy formulation.
