Thinking on establishing and improving the evaluation mechanism of mineral resources planning
To carry out the monitoring and evaluation of the implementation of mineral resources planning and establish and improve the monitoring and evaluation mechanism is an important starting point to ensure the implementation of the planning objectives and tasks.At present,China's mineral resource planning implementation monitoring and evaluation has entered a new stage,basically forming the whole process of evaluation work mechanism,initially establishing a diversified evaluation guarantee mechanism,and exploring the construction of evaluation content framework and method paradigm.At the same time,there are also outstanding problems,such as imperfect evaluation coordination mechanism,imperfect evaluation method standard system,and disconnection between evaluation and preparation and implementation.According to the study,to establish and improve the monitoring and evaluation system for the implementation of mineral resource planning,first,it is necessary to build an organizational and coordination mechanism with up-down linkage,departmental coordination and third-party participation;Second,explore the effective cohesion mechanism of different types of hierarchical evaluation;Third,develop standards for monitoring and evaluation methods and form a practice mechanism;The fourth is to improve the feedback and application mechanism of monitoring and evaluation results.
