构建全民所有自然资源资产管理框架对实现全民所有自然资源资产有效利用与科学管理具有重要意义.本文基于全民所有自然资源资产所有权委托代理试点机制,借鉴国有资产管理的基本经验,以天津市全民所有自然资源资产管理具体实际为例,在对全民所有自然资源资产管理的目标、主体和客体等内容分析的基础上,探索从行政管理-技术支持-企业运营三个维度和市级-区级两个层级构建以自然资源资产管理机构、自然资源资产事业单位、自然资源资产运营公司为核心的"三维两级"天津市全民所有自然资源资产管理框架,实现全民所有自然资源资产的管理、经营、监督相分离,为合理有序开展全民所有自然资源资产管理提供理论借鉴.
Management framework for Tianjin's nationwide owned natural resource assets based on the perspective of principal-agent
Rational construction of the management framework of nationwide owned natural resource assets is important to realize the effective use and scientific management of nationwide owned natural resource assets.Based on the pilot mechanism of principal-agent for the ownership of nationwide owned natural resource assets and on the basic experience of state-owned assets management,this paper conducts research on management framework for nationwide owned natural resource assets in Tianjin.Also based on the analysis of the objectives,subjects and objects of the management of nationwide owned natural resource assets,the paper explores the construction of a"three-dimensional and two-level"framework for the management of nationwide owned natural resource assets in Tianjin.Three dimensions refer to the construction of natural resource assets management agencies,natural resource assets institutions,and natural resource assets operation companies,representing administration,technical support and business operation,respectively.Two levels refer specifically to the municipal level and the district level.This framework can achieve the separation of management,operation,and supervision of nationwide owned natural resource assets,and provide a theoretical reference for the rational and orderly management of nationwide owned natural resource assets.
