Methodology for town-level territorial spatial planning based on regional coordination:A case analysis of Changzhou airport area
The territorial spatial planning at the town level can be either prepared in collaboration with the municipal/county-level planning or individually for multiple township units.The formulation of town-level territorial spatial planning necessitates the consideration of regional coordination factors.Taking the exemplary case of the three towns within the aerotropolis of Xinbei District,Changzhou City,this study presents a method for preparing town-level territorial spatial planning that is grounded in regional coordination.This approach involves the establishment of a formulation framework termed"regional coordinated planning research and town-level territorial spatial planning".At the regional level,emphasis is placed on coordinating strategic connections between cities and counties,as well as fostering cross-town synergy in ecology,industry,service,and transportation.At the town level,the focus is on guiding differences,defining minimum requirements,and exerting spatial control.Five key elements for control are identified,and effective implementation of town-level territorial spatial planning is ensured through the enhancement of coordination mechanisms at the regional level and optimization of planning supervision and management.The results of this research are expected to contribute valuable insights for innovating the methods used to prepare town-level territorial spatial planning under conditions of regional coordination in China.
