Linking the homestead system reform and the effective path of rural revitalization strategy
With the rapid development of urbanization,the phenomenon of abandoned cultivated land and vacant homesteads has appeared in some rural areas,which has caused serious land waste problems.Taking the"separation of three rights"of collective ownership,qualification right,and use right of rural homesteads as the main task of China's new round of rural land management system reform pilot,it is necessary to effectively solve the problems of agriculture,rural areas and farmers in order to fundamentally realize the rural revitalization strategy.In order to revitalize rural homesteads,the country proposes to withdraw from homesteads voluntarily,with compensation and in accordance with the law.However,due to the influence of interests,procedures,compensation,complex and other factors,the willingness of farmers to withdraw from the homestead is not strong.From the perspectives of homestead exit system,homestead reservation system,and homestead revitalization,research on the implementation difficulties and solutions of linking homestead system reform and rural revitalization strategy will help to maintain and develop farmers'rights and interests.The research shows that improving the homestead transfer and exit system is conducive to promoting the conversion of homestead among farmers;Developing the characteristic industry of homestead is conducive to exploring new ways to revitalize the homestead;Improving the system of farmland reform is conducive to maintaining the bottom line of"resolutely safeguarding farmers'interests"and promoting rural revitalization.
