Study on the effectiveness of farmland protection policy and its coupling based on PGMRS quantitative model:taking Fujian province as an example
China has enacted policies to protect arable land.Despite this,some regions still see a decline in arable land.This study analyses 292 policy samples related to farmland protection at the national and Fujian provincial levels from 2000 to 2020 using the PGMRS model to assess their effectiveness.At the same time,the advantages and disadvantages of farmland protection policies are analyzed using the coupling coordination degree between policy effectiveness and arable land quantity in Fujian province from 2000 to 2018.The results show the overall trend of farmland protection policies is characterized by phased evolution,and the farmland protection policy system is becoming increasingly perfect.The cumulative annual farmland protection policy intensity index continues to rise,and the actual farmland protection situation in Fujian province is steadily improving.However,there are problems with the lack of effective policy measures for farmland protection,the absence of effective monitoring,feedback,and adjustment mechanisms,as well as clear reward and punishment regulations and internal and external element guarantees.To address these issues,China needs to establish a centralized management mechanism of cultivated land protection policies and regulations to solve the implementation conflict brought by multiple management.It's also necessary to enrich the trial mix of policy tools and to improve the monitoring and feedback mechanism.From the perspective of national strategy and long-term development,policymakers should consider the formulation and implementation of policies as a whole,and achieve horizontal coordination,vertical cohesion,and overall planning.
