Research on flexible space for cultivated land protection in Xi'an city under different food security bottom line constraints
Scientific analysis of how much and how to keep arable land is of great significance to ensure food security and sustainable development of resources and environment.In this article,the bottom line of cultivated land quantity in Xi'an under different scenarios is calculated by establishing a bottom line model of cultivated land quantity.Then,a multi-dimensional assessment framework for the urgency of cultivated land protection is constructed,which includs productivity characteristics,health status,tillage conditions,and utilization level.Finally,based on the boundary control of the bottom line of cultivated land quantity and the regional rule constraint of spatial scale,the flexible space of cultivated land protection in Xi'an is delineated.It is found that the bottom line range of cultivated land quantity in Xi'an that meets the theoretical food security is 1321.09~1323.85 km2.Lintong district,Chang'an district and Zhouzhi county are areas with high comprehensive urgency value for cultivated land protection.By 2035,the fallow area of cultivated land in Xi'an will be 61.80 km2,which can meet the long-term target value of cultivated land tenure after fallow issued by the Shaanxi provincial government.The flexible space for cultivated land protection in Xi'an can be divided into six categories:priority protection,strict control,rest and recuperation,strategic reserve,remediation and restoration,and special protection.The elastic strength,goals,and tasks of cultivated land protection in different spaces have their own priorities,and the proportion of priority protection space is not high.
