城市地下空间规划体系探讨——以山东省为例

摘要
本文以山东省为例,通过综合研究各地区城市地下空间开发利用的现状,总结城市地下空间规划编制情况,科学研判城市地下空间规划体系存在的问题,结合未来地下空间发展趋势,探索构建了国土空间规划体系下"两层七项八重点"的地下空间规划编制体系,并建立了"法规—机构—措施"三个维度的城市地下空间管控体系,以期为城市地下空间建设与管理提供有效参考与借鉴,更好地实现城市空间的有序发展和集约利用.
Abstract
Taking Shandong as an example,through the comprehensive study of the development and utilization of urban underground space in various regions,this paper summarizes the situation of urban underground space planning,and scientifically judges the problems existing in the urban underground space planning system.Also combined with the development trend of underground space in the future,explores and constructs the underground space planning system of"two layers,seven items and eight emphases"under the territorial space planning system.In addition,a three-dimensional urban underground space management and control system of"regulations,institutions and measures"is established to provide effective reference for the construction and management of urban underground space,better achieve the orderly development and intensive use of urban space.
