摘要
海洋资源与空间具有复合使用功能,以海域资源与空间集约节约利用为目标的多用途用海已经成为现代海洋资源空间开发利用的发展趋势.本文以多用途用海类型与国内发展现状为研究切入点,梳理我国多用途用海的类型和发展趋势,从我国海域规划分区、技术标准文件、海域使用审批与法律依据层面,对我国多用途用海管理面临的问题进行了分析,并结合国外研究与实践进展,提出海域使用分类技术文件和规划分区应增添复合式用海类型,以及当前管理机制下多用途用海的两种审批途径,加强部门合作以及其他激励性措施建议.
Abstract
Marine resources and space serve different functions for marine use.Under the increasing conflicts between marine uses in coastal areas,the multi-use of marine space and resources has become a new trend.This paper starts with analysing the classification and development of multi-purpose sea use in China.Then it turns to analyse the current problems faced by China's multi-purpose sea use management,including planning,technical instructions,sea area use approval and legal basis.Subsequently,it proposes that multi-purpose use of marine areas should be added to the sea area use classification and technical documents of marine planning zoning.Two ways of approving multi-purpose sea use under the current management mechanism,departmental cooperation,and other incentive measures are suggested as well.
