Discussion on definition of sea area use of complex and specific offshore oil and gas production facilities
With the increasing scale of offshore oil and gas exploitation,the demand for offshore oil and gas exploitation is increasingly strong.Through the collection and sorting out 149 oil and gas exploitation facilities and a variety of new offshore oil and gas exploitation facilities in a certain sea area,and combined with ownership verification and survey data in recent years,from the perspective of sea management,this paper divides the oil and gas exploitation facilities into seven categories:offshore platforms,FPSO(floating production storage and offloading),subsea production systems,navigation AIDS,offshore wind power facilities,artificial islands and submarine cables and pipelines,with key point exploring the method of defining the scope of sea use for offshore installations which is not clearly defined or not included in the Specifications for Marine Inventory Survey,and puts forward new methods of defining the scope of sea use,such as the principal axis method and the regularization of the scope.The proposed definition method can effectively solve the problems of lack of basis for defining the sea use of some marine oil and gas production facilities,poor connection between the definition results and the management department's ownership data management methods,and diversified definition results at present.It can provide reference for the standardized management of the use of marine oil and gas production facilities in China's marine areas and the revision of relevant technical specifications.
