Holistic governance of land use guarantee for rural industrial integration development:taking Tianjin city as an example
Rural industrial integration is an inevitable choice to promote the transformation and upgrading of rural industries and achieve industrial prosperity.Land is the key support and fundamental foundation for achieving the efficient and sustainable development of rural industrial integration.Conducting research on land use guarantee for rural industrial integration development can provide reference for optimizing and innovating rural industrial integration policies.Based on the theoretical framework of holistic governance,this paper analyzes the practice and effectiveness of land use guarantee for rural industrial integration in Tianjin,as well as the dilemma,and proposes a holistic governance path for fragmented governance system.Strengthen planning guidance and strengthen the institutionalized guarantee of land use indicators.Integrate the existing construction land resources and tap into supply potential from multiple aspects.Coordinate land use models and enhance the flexibility of land management.Strengthen the top-level design of land use guarantee and improve service supervision mechanism.Strengthen public participation and achieve a diverse governance structure.Strengthen digital empowerment and improve land management efficiency.
