摘要
本文选取贵州省六盘水市水城区为研究区域,基于时间序列分析其 12 年间设施农业用地变化情况.其变化分为三个阶段:第一阶段,从 2009 年至 2013 年,设施农业用地管理工作尚处于探索阶段;第二阶段,从 2014 年至 2018 年,受政策影响较大,设施农业用地面积逐年增加;第三阶段为 2019 年以后,受政策和脱贫攻坚工作推动,设施农业用地面积大幅增长.水城区设施农业用地管理,存在着用地边界、用地性质等界定困难;依法用地监管困难;农户不愿花费、缺少项目资料导致用地备案困难;用地结束后复垦困难等问题.针对存在的问题,从加强宣传引导、主动帮扶备案、加强用地监测监管、对管理人员常态化开展业务培训、严格业务考核、呼吁国家政策支持等方面提出意见建议.
Abstract
Shuicheng district,Guizhou,has been selected as the research area in this article,that analyzes the changes in facility agricultural land use based on the data over the past 12 years.The changes can be divided into three stages.In the first stage,from 2009 to 2013,the management of facility agricultural land is not yet mature and improved.In the second stage,from 2014 to 2018,the area of facility agriculture land,affected by policy,has a slight increase every year.In the third stage,after 2019,the area of facility agricultural land,affected by policy and the anti-poverty battle,has significantly increased.However,in the current situation of facility agricultural land management in Shuicheng District,there are still difficulties in defining the scope and nature of land use effectively,in regulating the legal use of land,in registering of land use by reason of farmers'unwillingness to spend and lack of project information,and in land reclamation after the end of land use.In response to these difficulties,opinions and suggestions are proposed from strengthening publicity and guidance,assisting in registering of land use actively,strengthening monitoring and supervision of land use,conducting professional training for administrators regularly,checking strictly,and seeking national policy support.
