摘要
社会资本参与全域土地综合整治是拓宽资金来源、确保项目顺利实施的关键举措.本文探讨了社会资本参与全域土地综合整治模式及其适用性,剖析了当前存在的权属整合难、投资回报单一、产业导入不足、融资政策存在障碍、有效监管缺乏等现实困境,提出了有关建议.发挥村集体、属地国企对集体土地的统筹作用;完善全域土地综合整治收益分配机制;畅通产业运营主体参与全域土地综合整治的途径;消除全域土地综合整治融资政策障碍;建立健全社会资本参与全域土地综合整治全过程监管机制.
Abstract
The participation of social capital in comprehensive land consolidation is a key measure to broaden funding sources and ensure the smooth implementation of projects.This paper explores the model and applicability of social capital participation in comprehensive land consolidation,analyzes the current difficulties in ownership integration,single investment return,insufficient industrial introduction,obstacles in financing policies,and lack of effective supervision,and puts forward relevant suggestions.Give full play to the management role of rural collectives and local state-owned enterprises in collective land.Improve the distribution mechanism of comprehensive land consolidation benefits.Smooth the way for industrial operation entities to participate in comprehensive land consolidation.Eliminate financing policy barriers for comprehensive land consolidation.Establish a sound regulatory mechanism for social capital to participate in comprehensive land consolidation.
