浅谈海口市耕作层土壤剥离利用的实施与监管

摘要
耕作层土壤是经过周期性耕作和长期种植水稻形成的均匀肥沃的耕作土,是耕地的重要组成部分和农业生产资源.随着耕地保护的日益严格和新增耕地认定标准的提升,亟须耕地占补各方利用好珍贵的耕作层土壤资源,才能保障耕地垦造项目的新增耕地质量,落实耕地占补平衡.本文通过分析海口市耕作层土壤剥离利用工作现状,指出当前耕作层土壤剥离再利用过程中存在的问题,并结合实际工作,提出了关于完善实施和监管的对策建议,为剥离利用好耕作层土壤提供参考.
Abstract
Cultivated layer soil is an uniform and fertile cultivated soil formed by periodic cultivation and long-term rice planting.It is an important component of cultivated land and agricultural production resources.With the increasingly strict protection of cultivated land and the improvement of identification standard for new cultivated land,it is urgent for all parties involved in land occupation and compensation to make good use of cherished soil resources in the tilled layer,so as to guarantee the quality of new cultivated land for arable land reclamation projects and realize the balance of arable land occupation and compensation.This paper analyzes the status quo of soil stripping and utilization in Haikou city,identifies the existing problems in the process of soil stripping and reuse in the tilled layer,and puts forward countermeasures and suggestions on improving implementation and supervision based on practical work,so as to provide reference for the soil stripping and utilization in the cultivated layer.
