摘要

通过综合分析我国 20 个省份出台的乡镇国土空间总体规划编制指南,梳理出各省份指南中规划编制的核心内容,主要包括规范规划前期基础工作、融合创新规划编制要点、多措并举保障规划实施;同时分析指南在应对新时期新要求形势下存在的不足.在此基础上,对作为"承上启下、上下兜底"的乡镇国土空间总体规划,提出衔接主体功能区规划、落实耕地占补平衡实施机制、落实城镇开发边界外城镇建设用地、指导村庄规划建设等方面的优化建议,以期对未来各省份的乡镇国土空间总体规划编制及其指南的制定与修编提供参考借鉴.

Abstract

By comprehensively analyzing the guidelines for preparation of township spatial master planning issued by 20 provinces in China,the core contents of planning in the guidelines of each province are sorted out,which mainly include standardizing the basic work in the early stage of planning,integrating and innovating the points of planning,and taking multiple measures to guarantee the implementation of planning.And the shortcomings of the guidelines are discussed in responding to the new requirements in the new era.On this basis,this paper puts forward optimization suggestions for the implementation of the township territorial spatial master planning,which is the"top-down and bottom-up"planning system.These suggestions include connecting the planning of main functional area,implementing mechanism for balancing arable land occupation and compensation,implementing guidance for urban construction land outside the boundaries of urban development,and village planning and construction.The purpose is to provide reference for the preparation and revision of township territorial spatial master planning and guidelines in various provinces in the future.
