公共数据开放对数字营商环境的影响机制——基于2017-2021年166个城市的面板数据分析

摘要
作为推动数据等数字经济时代关键生产要素流转、配置的重要抓手,公共数据开放为提高数字化政务服务效能,健全数据要素市场规则,建设更为规范、有序的数字营商环境提供了坚实保障.本研究基于2017-2021年我国166个城市面板数据,构建双向固定效应模型和中介效应模型分析公共数据开放对数字营商环境的影响机制.结果表明:从整体来看,公共数据开放显著促进了数字营商环境建设,在进行一系列稳健性检验后,这一结论仍然成立;公共数据开放除直接影响数字营商环境外,还可通过推动城市高质量发展间接提升数字营商环境水平;公共数据开放对数字营商环境的影响具有显著异质性,城市所处区域、财力水平、政治地位等因素均可导致影响效应差异.
Abstract
As an important hand to promote the flow and allocation of key production factors such as data in the era of digital economy,public data opening provides a solid guarantee for improving the effectiveness of digitalized government services,sounding the market rules of data factors,and building a more standardized and orderly digital business environment.Based on the panel data of 166 cities in China from 2017 to 2021,it constructs a two-way fixed effects model and mediating effect model to analyze the impact mechanism of public data opening on digital business environment.The results show that as a whole,public data opening significantly promotes the construction of digital business environment,and this conclusion still holds after a series of robustness tests;in addition to the direct impact of public data opening on digital business environment,it can also indirectly improve the level of the digital business environment by promoting the city high-quality development;the impact of public data opening on digital business environment is significantly heterogeneous,factors such as the region in which the city is located,the level of financial resources,and political status can lead to differences in the impact effect.
