科技革命和产业革命引致生产力变革,在新一轮科技革命背景下,未来产业的发展以数据要素为关键生产要素,以技术群体性突破成为核心特征,以交叉融合产业为新型业态,以产业政策生态为竞争优势,聚焦未来制造、未来信息、未来材料、未来能源、未来空间、未来健康六大领域,朝着数智化、低碳化、健康化、高端化发展。数字新质生产力通过引入颠覆性技术,调整要素配置结构,变革劳动力市场赋能未来产业发展,实现劳动者、劳动资料、劳动对象及其优化组合的数字化跃升。提高我国未来产业的全球竞争力和技术主导力,要以数字新质生产力加快布局未来产业发展,围绕前瞻部署、技术创新、主体培育、支撑体系构建等目标,结合我国实际情况,通过引导创新资源和人才集聚,构建未来产业应用场景,优化未来产业生态体系,强化未来产业的安全治理推动未来产业的发展。
Strategic Choices for the Development of Future Industries in the Formation of Digital New Quality Productivity
Technological and industrial revolutions have led to changes in productivity.Against the backdrop of a new round of technological revolution,the development of future industries focuses on data as a key production element,collective technological breakthroughs as a core feature,cross-industry integration as a new business model,and industrial policy ecology as a competitive advantage.It concentrates on six major areas:future manufacturing,future information,future materials,future energy,future space,and future health,moving towards digital intelligence,low-carbonization,health,and high-end development.Digital new quality productivity empowers the development of future industries by introducing disruptive technologies,adjusting factor allocation structures,and transforming the labor market,achieving the digital leap of laborers,labor materials,labor objects,and their optimized combinations.To enhance the global competitiveness and technological leadership of future industries in China,it is necessary to accelerate the planning of future industry development with digital new quality productivity.This involves goals such as forward-looking deployment,technological innovation,entity cultivation,and support system construction.In line with the conditions in China,future industry development is promoted by guiding the aggregation of innovative resources and talents,constructing future industry application scenarios,optimizing the future industry ecosystem,and strengthening the security governance of future industries.
