摘要
"空间规划"代替传统的土地利用规划成为欧洲规划的新形式.基于对"空间规划"兴起背后原因的分析,研究其核心内涵的演变历程,总结"空间规划"的主要原则和基本特征,并将其与土地利用规划、战略规划、区域规划等传统规划理念进行比较分析.认为"空间规划"作为一个综合框架具有整合所有关于"好的规划"理论的优势,"空间规划"的新理念对于中国规划的未来发展具有借鉴意义.
Abstract
Recently, the development of “spatialplanning" has shaped a new discourse instead of the traditional land-use planning in EU. This article first briefly introduces the rationale of the emergence of spatial planning. Following that, it explains the principles and characteristics of the new spatial planning approach based on the understanding of its meaning. It also highlights the contribution of spatial planning as an integration of all ideas about “what is really a good planning" in the history of planning theory through the comparisons between spatial planning and other planning approaches such as land-use planning, strategic planning and regional planning. Finally, implications of spatial planning for China' s future planning development are made in the last section.
