作为英国的传统工业基地和仅次于伦敦的中心城市,曼彻斯特在二战后经历了从繁荣到衰落,再通过转型重新回归繁荣的过程.曼彻斯特的转型是一次产业经济和社会空间双重转型的深度变革.从上世纪80年代初到如今约30年间,通过政策层面的有效支撑和操作层面的持续推动,曼彻斯特从一个传统的以制造业为主的工业城市转型为一个以服务业经济见长的后工业城市,取得了空间、经济和社会方面的多重效益.曼彻斯特内城的中心地区和滨水地区作为其城市转型的代表,尤其具有典型性.一方面,解读其城市转型有助于我们认知工业城市转型的过程和阶段;另一方面,其转型中的一些核心项目对我们在城市转型中谋划发展定位、选择规划方案、制定实施策略等都具有启发性.
Abstract
As a Britain's traditional industrial base and the largest city next to London,Manchester has undergone a process from boom to decline,and then back to prosperity through urban transformation after World War Ⅱ.From the early 1980s to nowadays for about 30 years,by effective support from the policy level and continuous promotion from the operational level,Manchester has transformed from a manufacturing-based industrial city to a post-industrial city which is known for its service economy.It also makes benefits in multiple in spatial,economic and social aspects.The centre and waterfront area of the inner city as representative of Manchester's transformation are especially typical.On the one hand,interpreting its urban transformation helps us cognize the process and stages of restructuring industrial cities; on the other hand,some core projects in the city transformation process are very instructive for us to scheme development orientation,to select planning program,to develop implementation strategy and so on.
