新西兰"双轨并行"公共住房政策制度的经验与启示

新西兰从1905年开始推行公共住房,目前已经形成了实物补贴与货币补贴双轨并行的住房保障制度——通过有效衔接的"住房连续体"保障体系、精细化管理的公共住房登记册制度,实现公共住房供给侧与需求侧的动态匹配.本文基于此并通过回顾新西兰公共住房的政策演变历程,提炼出对新西兰公共住房政策中与家庭发展周期相匹配的实物补贴、与家庭经济状况相关的货币补贴、以需定供的规划目标定位定量方法,以期在完善我国保障性租赁住房的补贴政策、制度体系、规划方法等方面提供有益的经验借鉴.
Experience and Insights from New Zealand's Public Housing Policy and Its Dual-Track System
New Zealand began to promote public housing in 1905.It has formed a dual-track housing security system that combines material and monetary subsidies of public housing at present.New Zealand has been using the effectively connected"housing continuum"subsidy system and the well-managed housing register system,in order to dynamically match the supply side and the demand side of public housing.This paper focuses on New Zealand's history of public housing policy,and then extracts New Zealand's public housing policy of the material subsidies matched the family's development cycle and the monetary subsidies related to the family's economic status,and the quantitative and positioning method of the supply planning target based on demand.This paper aims at providing useful suggestions on improving the policy system and planning methods for Chinese affordable rental housing.
