Institutional Support and Practical Strategies of Mixed-use Regeneration in the UK
Mixed-use development has been the main form of urban regeneration practices in the UK since the 1990s,and various institutional supports were provided through the successive planning system reforms and policy innovations.This study firstly looks at the institutional context and policy framework of missed-use regeneration in the UK and takes the Greater London as an example to clarify the recent shift in policy objectives,critical policy instruments and governance structures associated with local government's attempts of promoting mixed-use development.Then,it identifies some specific dilemmas faced in the process of mixed-use regeneration project delivery and takes the Paddington regeneration area as an example to illustrate the difficulties encountered and the approaches to addressing them in practice.Finally,it summarises the lessons that can be learnt from the UK's experiences and provides recommendations for institutional optimization and practical strategies for mixed-use regeneration in China,from the perspectives of planning determinations,planning implementation and management,and coordination mechanisms of mixed spatial functions,respectively.
