空间治理视角下同城化战略实施路径研究

摘要
同城化作为城市群发展到后期区域合作的高级形态,是降低城市行政壁垒、提升城市区域竞争力的战略选择,但面临规划编制本身方法论的重构和挑战.本文从空间治理的视角,审视和反思我国同城化战略实施面临的三大主要困境;并基于我国长三角、珠三角和日本京阪等区域的实践经验,以"权力逻辑、资本逻辑、社会逻辑"为同城化空间协同治理的切入点,提出新时期我国同城化战略实施的主要方向和建议.
Abstract
Urban integration is the advanced form of regional cooperation in the later stage of urban agglomeration development,which is a strategic choice to reduce urban administrative barriers and enhance urban regional competitiveness,but also the reconstruction and challenges of its own methodology.From the perspective of spatial governance,this paper first reviews and reflects main difficulties when urban integration strategy is implemented in our country.Based on the practical experience of Yangtze River Delta,Pearl River Delta in China and Kyoto-Osaka in Japan,taking the"logic of power,logic of capital and logic of society"as the entry point of collaborative governance of urban space,this paper then puts forward the main direction and recommendations of urban integration strategy implementation for China in the new period.
