基于轨道交通可达性的多中心都市圈空间组织效应研究——以莱茵-鲁尔都市圈为例

轨道交通的建设能够产生"时空收缩",对城镇空间组织产生显著影响.本文以德国莱茵-鲁尔都市圈为例,综合考虑时间和经济双维视角,利用加权平均旅行时间和经济潜力测算2013-2021年间都市圈沿线市域轨道交通的可达性状况,分析可达性对都市圈空间结构的重塑效果.结果表明,都市圈中心城市及其周边城镇的可达性大幅改善,经济潜力在中心城市显著提高而在周边城市略有下降.笔者从形态、功能、政策三方面分析可达性视角下都市圈空间格局演变与重塑模式,并提出如下建议:我国需要建立多层次的轨道交通网络结构和运输服务体系,将可达性作为轨道交通规划和公共服务设施布局的重要依据,打造灵活的轨道交通运营模式和接驳方式.
Research on Spatial Organization of Polycentric Metropolitan Based on Rail Transit Accessibility:A Case Study of Rhine-Ruhr Metropolitan
Rail transit construction generates the"time and space contraction",which impacts the urban spatial organization.This paper studies Rhine-Ruhr metropolitan area,considering time and economic factors,selecting the weighted average travel time and economic potential.On this basis,the accessibility changes of the rail transit along the metropolitan area from 2013 to 2021 are calculated,and the accessibility effect on the remodeling of the metropolitan spatial structure is analyzed.The results demonstrate that accessibility for the core cities and the periphery towns of the metropolitan area is greatly increased,and the economic potential is increased significantly in the core cities and decreases slightly in the periphery towns.We analyze the changes in the spatial structure of metropolitan areas under the influence of accessibility from three aspects:forms,functions and policies,and suggest three solutions to optimize the phenomena mentioned above.Firstly,it is necessary to build a multi-level rail transit network structure and transportation service system.Secondly,governments should take accessibility as an important basis for the planning of rail transit and public service facilities.Thirdly,implementing a flexible scheme of rail operation with smooth intermodal connection to other modes of transport is critical as well.
