摘要
截至2022年底,我国高铁的运营里程已达到4.2万公里,到2035年高铁运营里程将达到7万公里,庞大的高铁网络规模给行车安全带来了前所未有的挑战,开展高速动车组源头质量安全管控研究至关重要.首先总结了我国高速动车组质量安全管控的现状,重点包括质量管理体系、质量管控机制、产品交付质量把关、质量问题管理、数字技术支撑五大方面,其次根据历年事故和隐患数据统计,梳理总结出当前高速动车组质量安全管控的产业、产品、技术、供应链等方面的突出问题,提出高速动车组源头质量基础能力支撑、过程管控、技术保障、避免人为的管控方法,最后从国家和行业层面提出构建高速动车组信用体系、形成中国特色技术标准体系、政策助推深度自主化、完善人才队伍建设等对策建议.
Abstract
At the end of 2022,the operating mileage of China's high-speed railways has reached 42 000 km,and by 2035,it will reach 70 000 km.The huge scale of the high-speed railway network brings unprecedented challenges to the traffic safety,therefore it's vital to carry out the study on origin quality and safety management and control of high-speed multiple units.Firstly,this article summarizes the current situation of quality and safety management and control of high-speed multiple units in China,mainly including five aspects:quality management system,quality management and control mechanism,product delivery quality control,quality problem management and digital technology support.Secondly,it clarifies and summarizes the prominent problems in terms of industry,product,technology and supply chain of the current quality and safety management and control of high-speed multiple units according to the data statistics of historical accidents and hidden risks,proposes the management and control methods through basic capability support,process management and control,technical assurance and avoidance of human errors for origin quality of high-speed multiple units.Finally,it proposes some measures from national and industrial levels such as building a credit system for high-speed multiple units,forming a technical standard system with Chinese characteristics,promoting the deep autonomy with policies and perfecting the building of talents team.
