Analysis of the impact of national centralized procurement policies on the use of insulin using interrupted time series analysis
Objective To investigate the impact of the national centralized procurement policies(referred to as centralized procurement below)on the use of insulin in public hospitals. Methods Using descriptive statistical analysis and interrupted time series analysis, the national implementation of insulin centralized procurement was taken as the policy intervention point to analyze the changes in sales amount, sales volume, and average daily usage cost of insulin in sample hospitals before and after the centralized procurement from 2017 Q1(each year is divided into four quarters, which are commonly referred to as Q1,Q2,Q3,and Q4,respectively)to 2023 Q3.Results After centralized procurement, the sales trend of different types of insulin changed differently, with second-generation and foreign-funded brand insulin showing a downward trend, and third-generation and domestic brand insulin showing an upward trend. The sales amount of different types of insulin decreased, and the average daily use cost had obvious breakpoints and decreased significantly. Conclusion Centralized procurement effectively controlled the costs of insulin, promoted the iteration of insulin use, altered the brand usage landscape, and significantly reduced the drug burden of patients.
