Countermeasures on the Situation of family doctor contracting services for disabled people under the concept of ICF
Objective Combining the rehabilitation concept of the International Classification of Functioning,Disability and Health(ICF),this study conducted a questionnaire survey on the current service status of some family doctor contracting in-stitutions for disabled people in Chongqing and provided rational suggestions based on the shortcomings in service implemen-tation.Methods Based on the specific context of rehabilitation competence,on-site questionnaire surveys were conducted to understand the familiarity and application level of the six elements of ICF by department heads of 59 family doctor contrac-ting institutions for disabled people,as well as the implementation of service projects in these institutions.The survey was conducted in April 2023.After the survey,Office Excel 2016 was used for data entry and processing.Results A total of 59 questionnaires were distributed on-site,and 59 valid questionnaires were collected on-site,with an effective recovery rate of 100%.Overall,37.3%of the department heads of family doctor contracting institutions for disabled people had no knowl-edge of the specific content of the six elements of ICF;40.7%of these institutions limited their referral services to no more than two items;11.9%of these institutions did not implement service record writing.32.2%of the family doctor contrac-ting service institutions currently do not have rehabilitation facilities,and 40.7%of these institutions do not have rehabilita-tion training equipment and assistive devices.At least 80.0%of these institutions do not provide rehabilitation services for visual disabilities,hearing disabilities,intellectual disabilities in all age groups,and physical disabilities in children aged 0-6.Conclusion Most department heads of family doctor contracting service institutions for disabled people lack the con-cept of ICF.Most service institutions face problems such as single referral service projects,non-standard service record writing,insufficient rehabilitation professionals,lack of rehabilitation facilities,and a small number of rehabilitation service projects.It is recommended to strengthen the learning of the concept of ICF and the standardization training of service record writing for department heads of family doctor service institutions and other relevant medical staff;increase recruitment of relevant full-time personnel,and promote the integration of resources in these institutions to promote professional training for grassroots rehabilitation service personnel.
