Rural Primary-level Party Building Leading Rural Governance:Logic,Evolution,Characteristics and Development Path:Analysis of Policy Texts Based on 25 China's No.1 Central Document
The proposal that rural grassroots party building leads rural governance is the logical necessity of combining theory,history,and reality.This study takes 25 agriculture-related China's No.1 central documents since the reform and opening up as the research object.It adopts the content analysis method to analyze and interpret the relevant discussions on"rural grassroots party building"in the documents.It reveals the historical evolution of rural grassroots party building policy discourse from less to more,and shows the reform and maintenance of rural grassroots party building in the trend of the times.Since the reform and opening up,the rural grassroots party building can be divided into the adjustment stage,the development stage,and the consolidation stage.The three stages have their own characteristics of leading rural governance.By combing through the policy texts of 25 China's No.1 central documents,we can clearly see the development logic of rural grassroots party building leading rural governance.The continuous strengthening of the political and organizational functions of rural grassroots party organizations has brought about the improvement of combat effectiveness.The continuous combination of"one core"and"multiple"of the main body of rural governance brings the promotion of internal drive.The contents and methods of the construction of rural party members and cadres are constantly enriched,which brings the improvement of cohesion.The positive interaction between rural grassroots party building and rural governance has injected strong momentum into rural revitalization.
